The reality is that most owners start from scratch: a personal WhatsApp number they have used for years, an Instagram page they set up themselves, and no idea what Meta Business Manager even is. First, the three types of WhatsApp (and which one you need)
Before signing up for anything, understand what you are actually choosing. There are three versions of WhatsApp and they work very differently.

The personal app and the free Business app both run on a single phone. The API is different: it links your number to a third-party platform, supports automated conversational flows, broadcasts to large lists, and lets multiple team members work from one dashboard. Step 1: Set up Meta Business Manager
Meta Business Manager is the control centre behind WhatsApp Business API, Facebook pages, and Instagram business accounts. If you do not have one, start here.
Go to business.facebook.com and create an account. You need a personal Facebook account to begin, plus a business name, business email, and business phone number.
One thing other guides skip: if your Facebook account is brand new (created in the last seven days), Meta may restrict some actions until it ages. This is a security measure, you cannot speed it up, so build it into your timeline. Once active, you can connect your Facebook page, Instagram, and eventually your WhatsApp number from the same place.

Step 2: Connect your Facebook page and Instagram
If you already have a Facebook page and Instagram for the business, connect them in Meta Business Manager under the Accounts section. This gives you central control and is required before you can run ads or connect the WhatsApp API properly.
If your Instagram is still a personal profile, switch it to a Professional account first: Instagram Settings → Account → switch to Professional, then choose Business (not Creator). Once both are connected, they appear under your Business Assets, and you can grant access to team members or an agency without sharing passwords.
Step 3: Migrate (or choose) your WhatsApp number
This is where most people get stuck. To use your existing number for the API while it is active on personal WhatsApp, you have to migrate it.
In practice, WhatsApp removes the number from your personal account and registers it under the Business API. You receive a verification code during the process, by SMS or through the existing WhatsApp on that number.
Two things to know before you start:
- Chat history does not transfer. Back up first if you want it (WhatsApp Settings → Chats → back up to Google Drive or iCloud). After migration, old chats are not accessible through the API.
- A number on the API cannot also run the regular WhatsApp app. You manage everything through the platform instead.
If you would rather keep your personal number, just use a different one for the business. A fresh UAE SIM works fine.

Step 4: Pick a platform and connect the API

Step 5: Verify your business with Meta
For full functionality, especially outbound broadcasts, Meta requires business verification. You submit your trade licence and business details through Meta Business Manager.
In the UAE this usually takes 24 to 48 hours once the correct documents are in. An active trade licence is normally all you need. If your address is not on the licence (common for some Abu Dhabi establishment licences and certain free-zone registrations), you can use a home address for the submission, it is used for verification only and is never shown publicly.
Step 6: Set up your WhatsApp business profile
Once the number is live on the API, complete your profile in the platform: business name, logo, a short description, and your website link.
Your display name is what customers see when you message them, so keep it clear and consistent with your other channels. It does not have to be the exact legal name, but it must match your registered business for verification.
Realistic setup timeline

- Day 2: complete verification if Meta asks for review, finalise the business profile, start building flows.

The one variable outside your control is Meta's verification. It is usually fast but not guaranteed, so build at least 2 to 3 working days in before you drive traffic to the number.
